Recommendation


That the 2022 December and 2023 Council and Standing Committee meeting schedule be approved as presented, subject to any amendments made by resolution of Council or special meetings at the call of the Mayor and/or Chair, as provided for in the Procedural By-law.

Recommendation


1)     That report RPT-0517-22 regarding an overview of Bill 23, More Homes Built
 Faster Act, 2022 be received; and


2)    That report RPT-0517-22 be forwarded onto the Province of Ontario as the County of Brant’s comments on Bill 23, More Homes Built Faster Act, 2022 and the associated consultations posted on the Environmental Registry and Ontario Regulatory Registry as appropriate; and
 
3)    That the County of Brant request that the Province of Ontario extend the commenting period on Bill 23, More Homes Built Faster Act, 2022 to allow additional review and consultation time; and 


4)    That the report be shared with conservation authorities having jurisdiction within the County of Brant.

Recommendation


That RPT-350-22 “2022-2026 Councillor Technology Resources” be approved; and

That Councillors provide the Clerk with their preferred equipment solution option by November 25, 2022 in order to facilitate purchasing.

Recommendation


That RPT-352-22 “Councillor General Expense Account Policy” be received as information;

And that the General Expense Account Policy for Councillors be approved.

Recommendation


That Council approve the participation of Council members in a short introductory video to showcase on County of Brant communication channels with the aim to support building a positive relationship between Council and the community.


 

Whereas certain activities, structures and practices have been historically accepted, both socially and from a safety perspective, in older, typically lower density sub divisions; and


Whereas intensification is progressively increasing in newer sub divisions in the County; and


Whereas these activities, structures and practices in these more intensified newer sub divisions are accordingly less socially acceptable or safe; 


Then it is directed that


No free standing structures that stand more than 2 ft above the top of boundary fences or, in absolute height 8ft, shall be installed in rear yards on properties with rear yards of less than 400 sq.m. 


Exceptions to this are limited to Flag poles and Indigenous artifacts such as Totem poles.

Whereas the Procedural By-law lays out the process for the election of Chair and Vice Chair for the Standing Committees;


And whereas the Procedural By-law states that each Standing Committee shall recommend a Chair and Vice Chair for approval to Council;


And whereas there are a large number of planning applications scheduled to be considered by the Planning and Development Committee in December and it is not in the best interest of the County of Brant for a Chair to be appointed at that meeting;


That section 94 of the Procedural By-law be suspended and that the election of the Chair and Vice Chair of the Planning and Development Committee occur at the November 29th, 2022 Council meeting.

Whereas the City of Waterloo passed a motion regarding Ontario's Bill 23 "More Homes Built Faster" Act;


And whereas the County of Brant recognizes the implications of the passing of Bill 23;


Therefore, that the County of Brant support the November 14, 2022 resolution from the City of Waterloo regarding Bill 23 and the request to defer the clause by clause review of Bill 23 at the Committee stage.
