Recommendation
Whereas the County of Brant Council formed a Government Relations Committee (“the Committee”) at its meeting on October 24, 2023;
And whereas the Committee is comprised of two members of Council and the Mayor;
And whereas the primary function of the Committee, based on a review of meeting agendas, has been to prioritize requests for delegations at provincial conferences;
And whereas the deadlines for requesting delegations has not allowed Council to proactively participate in establishing lobbying priorities;
And whereas this two-step process has resulted in a de facto delegation of authority not normally assigned to standing committees;
And whereas at its meeting on February 10, 2025, the Chair and Vice-Chair proposed restricting, reviewing, and/or regulating the future conference participation of Councillors who are also not Committee members;
And whereas the Committee has not reported back to Council on its government relations activities separate from conference delegations, such as meetings with MPs and MPPs;
And whereas some Councillors recently expressed concerns that the Committee format left them feeling excluded from strategic government relations activities;
Therefore be it resolved that the County of Brant Council dissolve the Government Relations Committee effective immediately;
And that Council affirm its commitment to the past practice of allowing Councillors to self-select which conferences they will attend within Council-approved expense limits;
And that staff be directed to place items pertaining to government relations opportunities, including identifying and prioritizing conference delegations, on the most appropriate Council or standing committee agenda in advance of submission deadlines;
And that staff be directed to review policies related travel expenses for County business to ensure these align with current best practices within the broader public sector;
And that staff prepare any by-law amendments required to facilitate the above directions for Council’s consideration no later than June 30, 2025.
