Recommendation


THAT the Administration and Operations Committee agenda for February 17, 2026, be approved.

Recommendation


THAT OPS-RFT-25-21 Sanitary and Storm Sewer System Flushing and CCTV Inspection be awarded to Aquaflow Technology Inc. for a three (3) year term (2026, 2027, 2028) with total unit price of $25.20 for an approximate value of $717,385.00 (excluding HST). 

Recommendation


WHEREAS Ontario Regulation 170/03, Schedule 11 requires the Owners of Drinking Water System to prepare an Annual Report summarizing the system processes, major infrastructure expenses and the results of chemical and bacteriological tests completed from January 1 through December 31, and;


THAT RPT-0079-026 2025 Annual Drinking Water System Summary Report for the Oakland Community Centre Drinking Water System be received as information;


AND THAT, the 2025 Annual Drinking Water System Summary Report for the Oakland Community Centre be made available to the public no later than February 28, 2026.

Recommendation

  1. THAT OPS-RFT-25-22 Peddie Bridge Rehabilitation be awarded to Marbridge Construction Ltd. for the bid price of $1,196,628.00 (excluding HST);

  2. THAT OPS-RFT-25-19 Rehabilitation of Weir Bridge on West Quarter Townline Road be awarded to Urbanlink Civil Ltd. for the bid price of $1,042,500.00 (excluding HST);

  3. THAT OPS-RFT-25-23 Church Bridge Rehabilitation be awarded to Urbanlink Civil Ltd. for the bid price of $442,800.00 (excluding HST);

  4. THAT OPS-RFT-25-20 Bridge and Culvert Maintenance be awarded to Looby Builders (Dublin) Limited for the bid price of $794,347.67 (excluding HST);

    AND THAT $250,000 in capital levy funding be reallocated from the Weir Bridge project (BRD084) to the Bridge and Culvert Maintenance project (BRD131);

Recommendation


WHEREAS the Roads Division have received two (2) separate requests for parking modifications within the County of Brant (the County). Both requests were initially made by area residents;


AND WHEREAS these recommendations follow the guidelines of the May 23, 2019, approved Council report CD-19-63 - Brant Safe Streets Speed Control and Road Safety Strategy;


THAT Parking By-Law Number 004-19 be amended by adding the following proposed parking restrictions:

Hillside Avenue

    • To implement into Schedule 3, Parking Prohibited Anytime, on the east side from civic address 122 to civic address 136;

295 Grand River Street North

    • To implement into Schedule 13, Parking Prohibited – Fire Route, as signs are noted within the residential parking lot located at 295 Grand River Street North, located within the northeast quadrant of the Grand River Street North and Bradbury Crescent intersection; 

AND THAT the appropriate By-Laws be amended to recognize new stop signs and no parking signs as a result of Development;

Paris Meadows Phase 3 (Residential) Subdivision

Parking By-Law 004-19 – Schedule 3, Parking Prohibited Anytime

  • Hitchman Street – east side and north side between Powerline Road and Pottruff Road;
  • Hitchman Street - south side and west sides to approximately 24 meters north of Hitchman Street (around the curve), toward Pottruff Road; 
  • George Brier Drive West – north side from Hitchman Street to approximately 12 meters east of Stokes Road;
  • George Brier Drive West – south side from approximately 26 meters east of Hitchman Street to Stokes Road;
  • Stokes Road – east side and south side from George Brier Drive West to Hitchman Street;
  • Stokes Road – west side from approximately 36 meters south of George Brier Drive West to end of bend (around the curve);
  • George Brier Drive East – south side from Jenner Drive to approximately 33 meters east of Jenner Drive;
  • George Brier Drive East – west side from approximately 38 meters north of Hitchman Street to approximately 164 meters north of Hitchman Street (to the start of the curve on the west side);
  • George Brier Drive East – north side and east side from Jenner Drive to Hitchman Street.

AND THAT Traffic By-Law Number 182-05, Schedule B, be amended by including the following proposed Stop sign regulations:

  • Hitchman Street – northbound direction as it intersects with Powerline Road;
  • Hitchman Street – eastbound direction as it intersects with Pottruff Road;
  • George Brier Drive West – westbound direction as it intersects Hitchman Street;
  • Stokes Road – northbound direction as it intersects with George Brier Drive West;
  • Stokes Road – westbound direction as it intersects with Hitchman Street;
  • George Brier Drive East – southbound direction as it intersects with Hitchman Street.

AND THAT the necessary By-Laws shall come into force and take effect upon the third reading and passage of the amended By-laws.

Recommendation


THAT RPT-0007-26 Building By-law 4-22 Update be approved; and


THAT an amending by-law for by-law 4-22, the Building By-law, be prepared and presented for Council’s consideration and approval.

THAT RPT-0052-26 be received as information;


AND THAT the Committee provide direction on whether to proceed with the development of nuisance lighting regulations prohibiting direct and indirect outdoor lighting from residential properties to trespass onto neighbouring residential properties;  


AND THAT staff engage with the public in accordance with the community engagement framework should the Committee decide to proceed with the creation of additional regulations surrounding residential nuisance lighting. 

Recommendation


WHEREAS the County of Brant launched the Automated Speed Enforcement (ASE) program on February 3, 2025, following extensive research and program development; and


WHEREAS on October 20, 2025, the Province of Ontario introduced the Building a More Competitive Economy Act (Bill 56), which upon receiving Royal Assent, banned municipalities from operating ASE programs effective November 14, 2025; and


WHEREAS the County of Brant Council directed staff to collect and monitor ASE program data to assess the safety and financial impacts; and


WHEREAS the County of Brant Council approved the Road Safety Reserve Fund Policy to manage the revenue variability of the ASE program and outline how operating surpluses and deficits from the program will be accounted for and used in a transparent and effective manner; and


WHEREAS the County of Brant Council approved the establishment of the Road Safety Reserve Fund to be funded by excess revenue from the ASE program.


THEREFORE, be it resolved:

THAT RPT-0086-26 - Automated Speed Enforcement Program Analysis and Next Steps be received as information; and,

THAT Council directs staff to continue analyzing traffic data in zones where ASE was previously operational and bring forward an informational report in the future; and

THAT Council directs staff to apply for the second phase of the Provincial Road Safety Initiatives Fund to support traffic calming initiatives once made available; and

THAT in alignment with the Road Safety Reserve Fund Policy, Council approves the use of the Road Safety Reserve Fund to cover the ongoing staff costs associated with the close-out of the ASE program, including the annual salary of the screening officer throughout 2026; and

THAT beyond 2026, Council approves that the screening officer position be funded through the general operating budget to support the enhanced delivery of the Administrative Penalty System; and

THAT upon final reconciliation, the program surplus from the ASE program be transferred to the Road Safety Reserve Fund, as per the Road Safety Reserve Fund Policy, to be used to support future traffic calming initiatives.

THAT Staff Report RPT-0076-26 “Buy Ontario Act, 2025 – Overview of Legislative Changes and Comments for Provincial Feedback” be received as information;


AND THAT staff be directed to submit comments on the proposed regulations and directives in advance of the respective deadline for comments, March 2, 2026.

THAT the Brant Connects Committee Report and Minutes of January 28, 2026 be approved, including the following recommendations:

1. THAT the nominations for the positions of Chair be closed;
 
     AND THAT Member Morton be declared Chair of the Brant Connects Committee.

2. THAT the nominations for the positions of Vice Chair be closed;

    AND THAT Member Farrant be declared Vice Chair of the Brant Connects Committee.

THAT the Sports Hall of Fame Ad Hoc Committee Report and Minutes of February 4, 2026 be approved, including the following recommendations:

  1. THAT nominations for the position of Chair be closed;
    AND THAT Councillor Peirce be declared Chair of the Sports Hall of Fame Ad Hoc Committee.
  2. THAT nominations for the position of Vice Chair be closed;
    AND THAT Member Leask be declared Vice Chair of the Sports Hall of Fame Ad Hoc Committee.
  3. THAT Marilyn McCulloch - Paris, be inducted into the Sports Hall of Fame.
  4. THAT the PMHA 2002 Hoogs Installations Bantam Wolfpack Team - Paris, be inducted into the Sports Hall of Fame.
